مشاركة د. أمير خليل في المؤتمر السنوي لشبكة OCEANS 2026 في زغرب – كرواتيا

شارك د. أمير خليل، مدير مكتب إيراسموس+ الوطني في فلسطين، في المؤتمر السنوي لشبكة OCEANS لعام 2026، الذي استضافته كلية زغرب للأعمال (Zagreb School of Business) في مدينة زغرب، كرواتيا.

وضمن فعاليات المؤتمر، شارك د. خليل في حلقة النقاش بعنوان «الحراك بلا حدود: جسر يربط بين السياسات وإمكانية الوصول والواقع العالمي»، إلى جانب عدد من الخبراء وقادة المؤسسات من مختلف المناطق. وناقشت الحلقة كيفية ترجمة سياسات الحراك الدولي إلى فرص حقيقية على أرض الواقع، واستكشاف التحديات والعوامل الداعمة التي تؤثر في تحقيق وصول عادل إلى فرص التعليم والتبادل الدولي.

وركزت النقاشات على عدد من القضايا الأساسية، بما في ذلك الشمولية، والتمثيل العالمي، والتجارب الواقعية للطلبة وأصحاب المصلحة في قطاع التعليم العالي عبر مختلف المناطق. وخلال مشاركته، سلط د. خليل الضوء على واقع الحراك الأكاديمي الدولي للطلبة والأكاديميين ومؤسسات التعليم العالي الفلسطينية، مشيراً إلى العوائق التي لا تزال تحد من وصولهم إلى الفرص الدولية. كما أكد على الدور المحوري لبرنامج إيراسموس+ في تعزيز التعاون الدولي، وتطوير الشراكات المؤسسية، ودعم حراك أكاديمي أكثر شمولاً وإتاحة رغم التحديات المستمرة.

وعلى هامش المؤتمر، التقى د. خليل بكل من محمد أشقر وهنادي أبو جزر، وهما من أعضاء شبكة OCEANS من فلسطين، حيث ناقش معهما تجاربهما ومساهماتهما ضمن الشبكة، وبحث سبل تعزيز مشاركة الطلبة والشباب الفلسطيني في مبادرات الحراك الأكاديمي الدولي وبرامج التعاون والشراكات العالمية.

وتعكس مشاركة د. خليل التزام مكتب إيراسموس+ الوطني في فلسطين بمواصلة تعزيز انخراط فلسطين في منظومة التعليم العالي الدولية، والدفاع عن حراك أكاديمي شامل، وتوسيع الفرص المتاحة أمام الطلبة والباحثين ومؤسسات التعليم العالي الفلسطينية من خلال الشراكات العالمية.

كما تسهم المشاركة في المؤتمر السنوي لشبكة OCEANS في تعزيز حضور فلسطين ضمن شبكات التعليم العالي العالمية، وخلق آفاق جديدة للتعاون وبناء الشراكات وتبادل المعرفة والخبرات. وتعكس هذه المشاركة كذلك التزام مكتب إيراسموس+ الوطني بتعزيز فرص الحراك الأكاديمي الدولي الشامل أمام الطلبة والأكاديميين والمؤسسات الفلسطينية.

Dr. Amir Khalil Participates in the OCEANS Annual Conference 2026 in Zagreb, Croatia

Dr. Amir Khalil, Director of the National Erasmus+ Office (NEO) in Palestine, participated in the OCEANS Annual Conference 2026, hosted by the Zagreb School of Business in Zagreb, Croatia.

As part of the conference programme, Dr. Khalil participated in the panel discussion entitled “Mobility Without Borders: Bridging Policy, Access and Global Realities,” alongside experts and institutional leaders from different regions. The discussion examined how international mobility policies translate into real-world opportunities and explored the challenges and enabling factors that shape equitable access to global education and exchange.

The discussion focused on key issues, including inclusion, global representation, and the lived experiences of students and higher education stakeholders across diverse regions. During the panel, Dr. Khalil highlighted the realities of international academic mobility for Palestinian students, academics, and higher education institutions, emphasizing the barriers they continue to face in accessing international opportunities. He also underlined the vital role of the Erasmus+ Programme in fostering international cooperation, strengthening institutional partnerships, and promoting inclusive and accessible mobility despite ongoing challenges.

On the sidelines of the conference, Dr. Khalil met with Mohammed Ashqar and Hanadi Abu Jazar, members of the OCEANS Network from Palestine, where they discussed their experiences and contributions within the network and explored opportunities to further strengthen the participation of Palestinian students and young professionals in international academic mobility initiatives and global cooperation programmes.

Dr. Khalil’s participation reflects the National Erasmus+ Office’s continued commitment to strengthening Palestine’s engagement in international higher education, advocating for inclusive academic mobility, and expanding opportunities for Palestinian students, researchers, and higher education institutions through global partnerships.

Participation in the OCEANS Annual Conference contributes to strengthening Palestine’s engagement with global higher education networks and creating new avenues for cooperation, partnership-building, and knowledge exchange.
