National Erasmus+ Office Palestine and Friends of Palestinian Universities Strengthen International Partnerships at EAIE 2026

Glasgow, Scotland | 8–11 September 2026

The National Erasmus+ Office Palestine, together with Friends of Palestinian Universities (FPU) and colleagues representing universities from Gaza, is participating in the 36th Annual Conference of the European Association for International Education (EAIE) in Glasgow, Scotland.

The participation provides an important opportunity to represent Palestinian higher education, strengthen existing partnerships, develop new institutional relationships, and explore opportunities for academic cooperation, mobility, research, and capacity building.

Strengthening Equitable Partnerships

Dr. Amir Khalil, Director of the National Erasmus+ Office Palestine, participated as a speaker alongside Omar Shweiki of Friends of Palestinian Universities, United Kingdom, and Dr. Ahmed Abu Shaban of Al-Azhar University-Gaza, Palestinian Territory, in the panel “Strengthening International Collaboration with Palestinian Universities: Models of Equitable Partnership.”

The panel highlighted the unprecedented challenges facing Palestinian higher education, particularly the devastating impact of the destruction and disruption of universities in Gaza. Dr. Khalil emphasized the need for international solidarity and practical support for Palestinian universities, students, academics, and researchers, as well as the importance of maintaining international academic connections.

The discussion focused on developing equitable, sustainable, and needs-based partnerships, and on the role of Erasmus+ and international cooperation in supporting mobility, institutional partnerships, capacity building, research, and knowledge exchange.

Higher Education Communities in Conflict and Crisis: Solidarity and Learning

Ahmed Nehad, Friends of Palestinian Universities, joined as a speaker in the panel “Higher Education Communities in Conflict and Crisis: Solidarity and Learning.”

The panel explored how higher education communities respond to conflict and crisis, highlighting the importance of solidarity, shared learning, and international cooperation in supporting students, academics, researchers, and institutions affected by emergencies.

Ahmed Nehad shared perspectives on the challenges facing Palestinian higher education and emphasized the importance of sustained international engagement, practical support, and partnerships that enable universities and their communities to remain connected, resilient, and active despite severe disruption.

The discussion also highlighted the value of learning from the experiences of higher education communities in different crisis contexts and of developing collaborative approaches that strengthen institutional resilience, protect academic continuity, and support the recovery and rebuilding of universities.

Palestinian Presence at the EAIE Exhibition

The National Erasmus+ Office Palestine, Friends of Palestinian Universities (FPU), and colleagues from Gaza universities are also participating jointly in the EAIE Exhibition, through a dedicated Palestinian presence.

The booth provides a platform to showcase Palestinian higher education, highlight the priorities and needs of Palestinian universities, particularly in Gaza, and engage with European and international partners.

Throughout the conference, Palestinian representatives are meeting with universities and higher education organisations to explore opportunities for cooperation, mobility, research, capacity building, and institutional partnerships.

The participation reflects a shared commitment to keeping Palestinian higher education visible, connected, and engaged internationally, while strengthening meaningful and equitable partnerships for the future.

From Glasgow, Palestinian higher education continues to connect, engage, and build partnerships for the future.

يشارك المكتب الوطني لإيراسموس+ فلسطين، بالتعاون مع أصدقاء الجامعات الفلسطينية (FPU) وزملاء يمثلون جامعات من قطاع غزة، في المؤتمر السنوي السادس والثلاثين للجمعية الأوروبية للتعليم الدولي (EAIE)، المنعقد في مدينة غلاسكو في اسكتلندا.

وتوفر هذه المشاركة فرصة مهمة لتمثيل قطاع التعليم العالي الفلسطيني، وتعزيز الشراكات القائمة، وبناء علاقات مؤسسية جديدة، واستكشاف فرص التعاون الأكاديمي والتبادل والتنقل والبحث العلمي وبناء القدرات.

تعزيز الشراكات الدولية العادلة

شارك د. أمير خليل، مدير المكتب الوطني لإيراسموس+ فلسطين، متحدثًا إلى جانب عمر شويكي من أصدقاء الجامعات الفلسطينية في المملكة المتحدة، ود. أحمد أبو شعبان من جامعة الأزهر–غزة، في جلسة بعنوان:

"تعزيز التعاون الدولي مع الجامعات الفلسطينية: نماذج للشراكات العادلة".

وسلطت الجلسة الضوء على التحديات غير المسبوقة التي يواجهها التعليم العالي الفلسطيني، ولا سيما الآثار الكارثية الناجمة عن تدمير الجامعات وتعطّل العملية التعليمية في قطاع غزة.

وأكد د. خليل أهمية التضامن الدولي والدعم العملي للجامعات والطلبة والأكاديميين والباحثين الفلسطينيين، إلى جانب ضرورة الحفاظ على الروابط الأكاديمية الدولية وتعزيزها.

وركز النقاش على تطوير شراكات عادلة ومستدامة وقائمة على الاحتياجات الفعلية، وعلى دور برنامج إيراسموس+ والتعاون الدولي في دعم التنقل الأكاديمي، والشراكات المؤسسية، وبناء القدرات، والبحث العلمي، وتبادل المعرفة والخبرات.

مجتمعات التعليم العالي في النزاعات والأزمات: التضامن والتعلم

كما شارك أحمد نهاد من أصدقاء الجامعات الفلسطينية متحدثًا في جلسة بعنوان:

"مجتمعات التعليم العالي في النزاعات والأزمات: التضامن والتعلم".

ناقشت الجلسة كيفية استجابة مجتمعات التعليم العالي للنزاعات والأزمات، مع التركيز على أهمية التضامن والتعلم المشترك والتعاون الدولي في دعم الطلبة والأكاديميين والباحثين والمؤسسات المتأثرة بالأزمات والطوارئ.

واستعرض أحمد نهاد جوانب من التحديات التي يواجهها التعليم العالي الفلسطيني، مؤكدًا أهمية استمرار الانخراط الدولي وتوفير الدعم العملي وبناء شراكات تُمكّن الجامعات ومجتمعاتها الأكاديمية من الحفاظ على التواصل والصمود والاستمرار، رغم الظروف شديدة الصعوبة.

كما تناول النقاش أهمية الاستفادة من تجارب مؤسسات التعليم العالي في سياقات الأزمات المختلفة، وتطوير مقاربات تعاونية تعزز قدرة المؤسسات على الصمود، وتحافظ على استمرارية التعليم الأكاديمي، وتدعم تعافي الجامعات وإعادة بنائها.

حضور فلسطيني في معرض EAIE

ويشارك المكتب الوطني لإيراسموس+ فلسطين وأصدقاء الجامعات الفلسطينية (FPU)، إلى جانب زملاء من جامعات قطاع غزة، بشكل مشترك في معرض EAIE من خلال حضور فلسطيني مخصص.

ويوفر الجناح منصة للتعريف بالتعليم العالي الفلسطيني، وإبراز أولويات واحتياجات الجامعات الفلسطينية، ولا سيما الجامعات في قطاع غزة، إلى جانب التواصل المباشر مع الشركاء الأوروبيين والدوليين.

وعلى مدار المؤتمر، يعقد الممثلون الفلسطينيون لقاءات مع جامعات ومؤسسات للتعليم العالي من مختلف الدول، بهدف استكشاف فرص التعاون في مجالات التعاون الأكاديمي، والتنقل، والبحث العلمي، وبناء القدرات، والشراكات المؤسسية.

وتعكس هذه المشاركة التزامًا مشتركًا بالحفاظ على حضور التعليم العالي الفلسطيني مرئيًا ومتصلًا ومنخرطًا على المستوى الدولي، وتعزيز شراكات هادفة وعادلة ومستدامة تسهم في بناء مستقبل أفضل للتعليم العالي الفلسطيني.
