Building Internationalization Strategies in Palestinian Universities

Ramallah, Palestine – 23 September 2026 — The National Erasmus+ Office Palestine, in cooperation with the Higher Education Reform Experts (HERE) Team and with the support of the European University Association (EUA) and the EU-funded SPHERE initiative, organised a two-day Technical Assistance Mission (TAM) webinar entitled “Building Internationalization Strategies in Palestinian Universities” on 22–23 September 2026.

The webinar brought together university leaders, international relations officers, academic and administrative staff, HEREs, and other stakeholders involved in international cooperation and institutional development in Palestinian higher education.

The two-day programme focused on strengthening the capacity of Palestinian universities to develop realistic, inclusive, and sustainable internationalization strategies, moving beyond individual projects towards more coordinated and institutionally embedded international engagement.

The opening session highlighted the importance of internationalization in higher education and explored key concepts, institutional frameworks, governance structures, and the links between university strategies and national priorities.

The webinar featured contributions from leading European higher education experts, including Michael Gaebel, Director of the Higher Education Policy Unit at the European University Association and SPHERE Team Leader; Christel Vacelet, Director of the International Office at UCLouvain, Belgium; Karolina Catoni, Deputy Head of the International Centre at the University of Gothenburg, Sweden; Piet Van Hove, Secretary General of the HEROES European University Alliance; Gohar Hovhannisyan, Project and Policy Officer at EUA and member of the SPHERE team; Valérie Van Hees, Head of the International Office and Policy Advisor at KU Leuven; and Simone Lepore, President of the Erasmus Student Network.

Through expert presentations, case studies, interactive discussions, and group work, participants explored a range of topics, including international partnerships, academic and staff mobility, quality mobility, internationalization at home, virtual exchange, internationalization of the curriculum, joint programmes, university alliances, and institutional governance.

A key component of the webinar was the practical work undertaken by participating universities to assess their current internationalization capacity, identify strengths and challenges, and define institutional priorities. On the second day, participants worked on developing initial institutional action points addressing immediate and medium-term priorities, sustainable partnerships, governance, resource mobilisation, and international engagement.

Speaking during the webinar, Dr. Amir Khalil, Director of the National Erasmus+ Office Palestine, highlighted the importance of strengthening institutional approaches to internationalization and ensuring that international cooperation becomes an integral part of university strategic development.

The webinar also provided an important platform for Palestinian universities to exchange experiences and identify common challenges and opportunities, while connecting with European experts and institutions with extensive experience in internationalization.

The activity is expected to contribute to enhanced institutional capacity, stronger coordination among Palestinian universities, increased opportunities for international partnerships, and greater readiness to participate in Erasmus+ and other European and international cooperation programmes.

The TAM webinar forms part of the ongoing efforts of the National Erasmus+ Office Palestine and the HERE Team to support higher education reform, international cooperation, and the strategic development of Palestinian higher education institutions.

بناء استراتيجيات تدويل التعليم العالي في الجامعات الفلسطينية

رام الله، فلسطين – 23 أيلول 2026 — نظّم المكتب الوطني لإيراسموس+ فلسطين، بالتعاون مع فريق خبراء إصلاح التعليم العالي (HERE)، وبدعم من رابطة الجامعات الأوروبية (EUA) ومبادرة SPHERE المموّلة من الاتحاد الأوروبي، ندوة إلكترونية استمرت يومين بعنوان "بناء استراتيجيات تدويل التعليم العالي في الجامعات الفلسطينية"، وذلك يومي 22 و23 أيلول 2026.

وجمعت الندوة قيادات جامعية، ومسؤولي العلاقات الدولية، وأعضاء من الهيئات الأكاديمية والإدارية، وخبراء HERE، وعدداً من الجهات المعنية بالتعاون الدولي والتطوير المؤسسي في قطاع التعليم العالي الفلسطيني.

وركز البرنامج، الذي امتد على مدار يومين، على تعزيز قدرات الجامعات الفلسطينية في تطوير استراتيجيات واقعية وشاملة ومستدامة لتدويل التعليم العالي، والانتقال من التعاون القائم على المشاريع الفردية إلى نهج أكثر تنسيقاً وترسيخاً على المستوى المؤسسي.

وسلطت الجلسة الافتتاحية الضوء على أهمية التدويل في التعليم العالي، وتناولت المفاهيم الأساسية والأطر المؤسسية وهياكل الحوكمة، إضافة إلى الترابط بين استراتيجيات الجامعات والأولويات الوطنية.

وشهدت الندوة مشاركات من نخبة من خبراء التعليم العالي الأوروبي، من بينهم Michael Gaebel، مدير وحدة سياسات التعليم العالي في رابطة الجامعات الأوروبية وقائد فريق SPHERE؛ وChristel Vacelet، مديرة المكتب الدولي في جامعة UCLouvain في بلجيكا؛ وKarolina Catoni، نائبة رئيس المركز الدولي في جامعة غوتنبرغ في السويد؛ وPiet Van Hove، الأمين العام لتحالف الجامعات الأوروبية HEROES؛ وGohar Hovhannisyan، مسؤولة المشاريع والسياسات في رابطة الجامعات الأوروبية وعضو فريق SPHERE؛ وValérie Van Hees، رئيسة المكتب الدولي ومستشارة السياسات في جامعة KU Leuven؛ وSimone Lepore، رئيس شبكة طلبة إيراسموس (ESN).

ومن خلال عروض الخبراء، ودراسات الحالة، والنقاشات التفاعلية، والعمل الجماعي، ناقش المشاركون مجموعة من الموضوعات، شملت الشراكات الدولية، وحراك الطلبة والموظفين، والحراك ذي الجودة، والتدويل داخل المؤسسة، والتبادل الافتراضي، وتدويل المناهج، والبرامج الأكاديمية المشتركة، والتحالفات الجامعية، والحوكمة المؤسسية.

وشكل الجانب العملي محوراً رئيسياً في الندوة، حيث عملت الجامعات المشاركة على تقييم قدراتها الحالية في مجال التدويل، وتحديد نقاط القوة والتحديات، ووضع الأولويات المؤسسية. وفي اليوم الثاني، عمل المشاركون على إعداد خطوات أولية للعمل على مستوى المؤسسات، تناولت الأولويات قصيرة ومتوسطة المدى، والشراكات المستدامة، والحوكمة، وتعبئة الموارد، وتعزيز الحضور والمشاركة الدولية.

وخلال الندوة، أكد د. أمير خليل، مدير المكتب الوطني لإيراسموس+ فلسطين، أهمية تعزيز النهج المؤسسي في مجال التدويل، وضمان أن يصبح التعاون الدولي جزءاً لا يتجزأ من التطوير الاستراتيجي للجامعات.

كما أتاحت الندوة منصة مهمة للجامعات الفلسطينية لتبادل الخبرات والتجارب، وتحديد التحديات والفرص المشتركة، إلى جانب التواصل مع خبراء ومؤسسات أوروبية تمتلك خبرة واسعة في مجال تدويل التعليم العالي.

ومن المتوقع أن تسهم هذه الفعالية في تعزيز القدرات المؤسسية، وتطوير التنسيق بين الجامعات الفلسطينية، وزيادة فرص بناء الشراكات الدولية، وتعزيز جاهزية الجامعات للمشاركة في برنامج إيراسموس+ وغيرها من برامج التعاون الأوروبية والدولية.

وتأتي هذه الندوة ضمن الجهود المتواصلة التي يبذلها المكتب الوطني لإيراسموس+ فلسطين وفريق HERE لدعم إصلاح التعليم العالي، وتعزيز التعاون الدولي، والمساهمة في التطوير الاستراتيجي لمؤسسات التعليم العالي الفلسطينية.
